De-Risking Growth: A New Model for Regional Innovation

That tension is why Rally recently shared a perspective in the Orlando Business Journal outlining what we believe is a missing utility in our region: structured testing infrastructure.

The Risk of Growth Without Structured Testing

Across housing, mobility, energy, workforce development, health, and environmental sustainability, leaders are being asked to adopt new solutions quickly.

The challenge is not a lack of innovation.
It is the gap between promising concepts and decision-ready evidence.

A failed rollout does not just waste capital. It erodes trust.

For municipalities, that means public accountability.
For corporations, it means reputational and operational exposure.
For institutions, it means hesitation that can stall progress entirely.

We have reached a point where guessing on regional solutions is no longer sustainable.

What We Mean by “Testing Infrastructure”

In the article, we describe the need for what we call a regional testing utility.

Just as a power grid moves electricity, a testing grid moves data.

Through Rally’s Innovation District Partnership, we are building a structured network of Living Labs across municipal and corporate environments in Central Florida. These real-world settings allow vetted social and environmental ventures to be stress-tested before large-scale procurement or integration.

Testing becomes infrastructure — not an isolated pilot.

Instead of temporary experiments, leaders gain:

• Context-specific performance validation
• Fiduciary-grade data
• Clear scale or stop decisions

This shifts innovation from speculative to measurable.
